Practical life in Belgium

Opening a Belgian bank account once you arrive once you arrive.

In short

An international student who legally resides in Belgium can open a current account at a Belgian bank by presenting their passport, their visa or residence permit and, in most cases, proof of address. The account is used to pay rent, receive a grant and prove a Belgian banking domicile. If a bank refuses an ordinary account, the law provides for a basic banking service, whose cost is capped at EUR 20.34 per year in 2026 (an amount indexed annually, source: FPS Economy) and which the bank must grant or refuse within 10 working days of a complete request.

What is a Belgian bank account for as an international student?

A Belgian current account (checking account) is more than a convenience: it unlocks a large part of a student's administrative and everyday life. Without a Belgian IBAN, many procedures grind to a halt.

  • Paying the rent on a kot or an apartment: most landlords and student residences require a transfer from a Belgian account, and sometimes a direct debit mandate.
  • Receiving a grant, a student job salary or a refund (health insurance fund, rental deposit).
  • Holding a debit card (Bancontact) accepted everywhere in Belgium, where some foreign cards work poorly.
  • Serving as proof of a Belgian banking domicile and of stability in several applications (telecom subscription, energy, sometimes residence permit renewal).
  • Avoiding the exchange fees and costly withdrawals tied to a card from your home country.

A Belgian account is not required for the student visa application or for proof of sufficient means of subsistence: the latter goes through a blocked account or a sponsorship undertaking (annex 32), both covered in our dedicated guides. The Belgian current account is generally opened once you have arrived on site.

What documents do you need to open an account?

The documents requested vary depending on the bank and on whether you open an ordinary account or a basic banking service. As a rule, prepare the following documents, in original form.

  • Valid passport (and, if already issued, your Belgian residence permit or the type D visa sticker affixed in your passport).
  • Proof of enrolment at the higher education institution (enrolment or admission certificate).
  • Proof of address in Belgium: lease, certificate from the student residence, or proof of registration with the municipality once that is done.
  • National register number or BIS number if you have already obtained one (it appears on the electronic residence card).
  • Depending on the bank, a second identity document or a certificate from the university.

Before you have received your residence card, some banks accept the registration certificate (orange card / annex), the annex issued by the municipality or proof of registration in the foreigners' register. Practice differs from one bank and one branch to another: this is one of the points where support saves you pointless back-and-forth.

What is the basic banking service and who is entitled to it?

A bank is not obliged to accept every ordinary account request (freedom of contract, within the limits of anti-discrimination laws). But Belgian law guarantees a safety net: the basic banking service. Anyone who legally resides in a Member State of the European Union, which includes an international student legally residing in Belgium, can request it from the bank of their choice if they are refused an ordinary account.

FeatureBasic banking service (2026)
Maximum annual costEUR 20.34 per year (legal cap, indexed annually, source: FPS Economy)
Electronic transactionsUnlimited (transfers, direct debits, standing orders)
Manual over-the-counter transactionsAt least 36 per year included in the price

Conditions to meet: not already holding a current account with a bank established in Belgium, not exceeding a certain level of assets (a legal cap of EUR 10,239.43 in total in 2026, indexed) and complying with anti-money-laundering rules. The bank cannot refuse the basic banking service on grounds of nationality, age or place of residence.

Which banks should you choose and how long does it take?

The Belgian banking landscape includes traditional banks with branches (useful when you need an adviser and a physical counter) and online or mobile banks (quick to open via an app, but which often require an already-issued residence permit and a national register number). For a student who has just arrived, a physical branch is often more flexible on provisional documents.

  • Banks with branch networks: KBC/CBC, Belfius, BNP Paribas Fortis, ING. In-branch appointments possible, human support, student accounts often free or low-cost.
  • Online banks and neobanks: opening via app, stricter identification conditions (residence permit and national register number required).
  • Generally count on a few days to two weeks between the appointment and receiving the debit card, depending on the bank and how complete your file is.

Compare the real costs: account maintenance, debit card, any credit card, out-of-network withdrawals. Many banks offer a free student account subject to age or status conditions. We do not recommend a particular bank: the right choice depends on your profile and your municipality.

How does it connect to registering with the municipality?

Bank account and municipal registration are linked in practice: the municipality produces the proof of address and the number that smooth the account opening, while some residence procedures are settled more easily with a Belgian IBAN. The order of the steps therefore matters.

  1. 1On arrival in Belgium, a student who is a third-country national (non-EU) reports to the municipal administration of their place of residence within the set deadline, to request registration in the foreigners' register.
  2. 2The municipality opens the residence file and, after a residence check, issues the residence permit (for example an A card) and the national register number.
  3. 3With the municipal proof of address and, ideally, the national register number, opening the bank account becomes markedly simpler.
  4. 4While waiting for the final residence card, request an account on the basis of your passport, your type D visa and proof of address, or activate the basic banking service if refused.

The deadlines and documents for municipal registration vary from one municipality to another (Brussels does not have the same counters or the same queues as elsewhere). We orchestrate the municipality-then-bank sequence so that no step blocks another at the wrong moment.

What should you do if the bank refuses to open the account?

A refusal of an ordinary account is not a dead end. The bank may refuse an ordinary account, but the basic banking service remains a right when you meet the conditions. If the latter is refused, remedies exist.

  1. 1Ask the bank for a written justification of the refusal.
  2. 2Explicitly request the basic banking service from the same bank or another one, stating that you meet the legal conditions.
  3. 3In the event of a persistent refusal or a dispute, refer the matter to Ombudsfin, the financial services ombudsman (ombudsman@ombudsfin.be).
  4. 4Consult the FPS Economy for official information, and report any discrimination based on nationality or origin to the competent body (Unia).

Keeping a written record of every request and every refusal is essential: it is what makes a remedy possible and fast. A poorly documented refusal costs weeks for a student who has rent to pay.

FAQ

Frequently asked questions

Can you open a Belgian bank account before you have your residence card?
It is possible at several banks on the basis of a passport, a type D visa and proof of address, but practice varies from one branch to another. Some online banks, on the contrary, require an already-issued residence permit and a national register number. If an ordinary account is refused, the basic banking service remains accessible if you legally reside in Belgium and meet the conditions.
How much does a bank account cost for a student in Belgium?
Many banks offer a free or low-cost student account subject to age or status conditions. Failing that, the basic banking service is capped by law at EUR 20.34 per year in 2026, an amount indexed annually (source: FPS Economy). Also compare card and withdrawal fees.
Do you have to register with the municipality before opening an account?
It is not a uniform legal obligation, but municipal registration provides proof of address and a national register number that greatly simplify the opening. In practice, people often do the municipal registration first, then open the account. In the meantime, a passport, a type D visa and proof of address are enough at some banks.
Is the basic banking service reserved for Belgians?
No. Anyone legally residing in a Member State of the European Union, which includes an international student legally residing in Belgium, can request it. The bank cannot refuse it on grounds of nationality, age or place of residence, provided you meet the conditions (no other current account in Belgium, the assets cap, anti-money-laundering rules).
What should you do if every bank refuses?
Ask for a written justification, expressly request the basic banking service, then, in the event of a persistent refusal, refer the matter to Ombudsfin, the financial services ombudsman. The FPS Economy provides official information, and any refusal based on nationality or origin can be reported to Unia. Keeping every exchange in writing speeds up the remedy.
