The steps to study in Belgium from Benin

1. 1Obtain an admission in a recognised institution (university, haute école or higher arts school) in French-speaking Belgium, lodging the application yourself with your own contact details.

3. 3Have the Beninese documents legalised: the authority that issued the original, the Beninese Ministry of Foreign Affairs, then the consular section of the Belgian Embassy in Cotonou.
4. 4Fill in the visa form on VisaOnWeb, book an appointment and lodge the long-stay visa file (type D, study purpose) in person at the VFS Global centre in Abidjan, in Côte d'Ivoire.

Admission and equivalence: what calendar from Benin?

For a first university enrolment, the Beninese student is a non-resident candidate from outside the European Union: their admission application opens in mid-February and must be lodged by 31 March at the latest for an academic year starting in September of the same calendar year. The application fee is EUR 200, payable by 31 March at the latest and non-refundable if the application is refused. Some universities then deduct it from the enrolment fees, others do not, so check with the institution you are targeting. Quota-limited programmes for non-resident students (medical sciences, dental sciences, physiotherapy, veterinary sciences, speech therapy) follow a separate procedure, with its own dates.

In parallel, the Beninese baccalaureate must be recognised through an equivalence. Benin falls under the Equivalence Service's "countries with reduced fees" category: the fees are EUR 150 instead of EUR 400, non-refundable, and payment must be made in the applicant's name. The file includes the diploma and the transcript as certified true and legalised copies, proof of access to higher education in Benin, an identity document, a signed motivation letter in French and the original proof of payment. The lodging window opens on 15 November and closes on the following 15 July, the dates for the following year being confirmed on equivalences.cfwb.be; processing takes a minimum of 4 to 12 weeks.

For a school file obtained outside the European Union, the equivalence is often granted with restrictions that limit the studies you can access. They are lifted by passing the maturity examination of the Fédération Wallonie-Bruxelles board (DAES). Better to know this before choosing a programme than when reading the decision.

The student visa from Benin: heading for Abidjan

The Belgian Embassy in Cotonou is competent for Benin but it does not handle visas. For a long stay, the Belgian Consulate General in Abidjan is the only competent authority for residents of Benin, as it is for those of Côte d'Ivoire, Togo, Ghana, Liberia and Sierra Leone. The application is prepared on VisaOnWeb, then lodged in person at the VFS Global centre in Abidjan: travelling to Côte d'Ivoire has been compulsory since 1 July 2021. The consulate general announces online appointments available within fifteen days for Schengen applications, a lead time that stretches from June to September, when student files pour in. For a long stay, it warns that processing "can take several months": the appointment comes quickly, the decision does not.

An exception exists for holders of a Belgian government scholarship (development cooperation, DGD): the consulate general in Abidjan states that they may continue to lodge their application at the Belgian Embassy in Cotonou or at the Belgian honorary consulate in Lomé. The official consular tariff further provides for a free type D visa for students holding a scholarship under a cooperation programme. Outside that case, a Beninese candidate organises their trip to Abidjan: flight, accommodation, appointment date and validity of the documents must all fit together, bearing in mind that the passport is then collected at the same centre.

The embassy points out that the websites of the Immigration Office, of the embassy and of VFS Global are the only official sources on Belgian visas, and that no other person offering their services should be trusted. That warning targets the sale of appointments, information, forms and guarantors. Our position is the same: the candidate lodges the application themselves, with their own contact details, and the only sums paid are the visa fee, the Immigration Office fee and the service provider's fees. We prepare and check the file, we do not lodge it in your place.

Legalising your Beninese documents

Benin is not party to the Hague Apostille Convention: the apostille does not exist for Beninese documents, which follow the classic three-stage legalisation. First a certified true copy by the authority that issued the original (municipality, school, ministry), a step that is unnecessary if the original itself circulates. Then legalisation by the Beninese Ministry of Foreign Affairs. Finally legalisation at the consular section of the Belgian Embassy in Cotonou, in the Haie Vive district, open without an appointment from Monday to Thursday, with immediate processing. For the equivalence file, the Equivalence Service adds a requirement of its own: the copy must be certified true by a competent official of the municipal administration or town hall.

The Belgian federal rate is EUR 25 per document since 1 August 2026, that is 16,500 CFA francs, up from EUR 20 previously. The embassy has no longer accepted cash since 2 December 2024: payment is made by mobile money, by card or by bank deposit. The Equivalence Service further requires the names of the signing officials to be legible in Latin characters.

How much do studies cost for a Beninese student?

The enrolment fees in the Fédération Wallonie-Bruxelles amount to a full rate of EUR 1,194 for 2026-2027. Non-assimilated students from outside the European Union must normally add an additional contribution, set by article 105 § 3bis of the décret Paysage and charged at EUR 4,175 per year for 2026-2027. Benin, however, appears in annex 1 of ARES circular no. 2026-001 of 12 February 2026, which reproduces the United Nations list of least developed countries: its nationals are exempt from that additional contribution. An exempt student still owes the enrolment fee of EUR 1,194. This circular applies to universities and the ARES may update its lists from one year to the next.

On the funding side, Benin is one of the ARES partner countries for scholarships. Mind the scope: the international training scholarships target neither the ordinary bachelor's nor the ordinary master's degree, but advanced bachelor's degrees, advanced master's degrees and continuing education, and they are aimed at candidates who already hold a higher education diploma and can show at least two years of professional experience. They cover international travel, a subsistence allowance, insurance costs paid directly by the ARES and the costs linked to the visa application. For a student leaving secondary school, funding is therefore built differently. According to the latest breakdown published by the Council of Rectors (CRef, 2021-2022), 197 Beninese students were enrolled in the six universities of the Fédération Wallonie-Bruxelles.
