With 997 students enrolled in the six universities of the Fédération Wallonie-Bruxelles according to table 1.3.1 of the yearbook of the Conseil des rectrices et recteurs (CRef), the latest published breakdown (2021-2022), hautes écoles not included, Luxembourg is the third European nationality on French-speaking campuses. Proximity is deceptive, however: the Luxembourg secondary school leaving diploma is not recognised automatically, and the automatic Benelux recognition only covers higher education.

A Luxembourg student needs no visa to study in Belgium: as an EU citizen, they declare their presence to the commune within ten working days and request their registration certificate (annexe 19) no later than three months after arrival, the European Health Insurance Card being accepted as proof of cover. The Luxembourg secondary school leaving diploma, classical or general, is on the other hand not exempt from equivalence: the ministerial decree of 20 September 1967, which determined the university examinations accessible to holders of Luxembourg secondary certificates, was repealed by the decree of the Government of the French Community of 17 May 1999, and the automatic Benelux recognition only covers higher education diplomas. An application must therefore be lodged with the Equivalence Service of the Fédération Wallonie-Bruxelles, at a fee of EUR 400, non-refundable, with copies certified by the municipal administration (those certified by the school are refused) and without translation, documents in French and in German being exempt. The minerval is EUR 1,194 at the full rate for 2026-2027, and quota-limited programmes remain subject to the non-resident ceiling (30%, 20% in veterinary medicine, 15% of those admissible in the medicine and dentistry entrance exam), with one Luxembourg particularity: a bilateral agreement allows a maximum of fifteen students of the University of Luxembourg each year to continue their first cycle in medicine in a university of the French Community.
Does a Luxembourg student need a visa for Belgium?
No. As an EU citizen, a Luxembourg national moves and settles freely in Belgium: no visa, no immigration fee, no blocked account. The formalities are municipal. You first declare your presence to the municipal administration of your place of residence in Belgium within ten working days of arrival, then request a registration certificate (annexe 19) no later than the expiry of the three-month period: beyond that deadline, an administrative fine of EUR 200 applies.
The municipal file consists of proof of enrolment in an organised, recognised or subsidised institution, proof of health cover (the European Health Insurance Card issued by the Caisse nationale de santé is accepted, as is an S1 form or membership of a Belgian mutuelle), proof of sufficient resources and proof of citizenship. The commune, or the Immigration Office in case of doubt, decides no later than six months after the application; a European card is then issued. In Brussels, the City announces around three weeks after a positive address check by the police, for municipal fees of EUR 25 for the registration application then EUR 30 for the residence card.
Is the Luxembourg secondary school leaving diploma recognised in Belgium?
It grants access to higher education, but it is not exempt from equivalence. This is the point that geographical proximity leads people to underestimate every year. The list of qualifications recognised as fully equivalent to the CESS is limited to the European baccalaureate, the Geneva international baccalaureate, the CESS of the SHAPE school and schools following the Belgian curriculum abroad. The ministerial decree of 20 September 1967, which determined the university examinations accessible to holders of the secondary education certificates of the Grand Duchy, was expressly repealed by the decree of the Government of the French Community of 17 May 1999. Whether the candidate comes out of classical secondary education or general secondary education, they must therefore request an equivalence from the Equivalence Service of the Fédération Wallonie-Bruxelles.
The Service's country sheet asks for the secondary school leaving diploma and the transcript of marks as certified copies, a copy of the identity card, passport or birth certificate, a motivation letter or form, and the original proof of payment. For certain technician diplomas, the certificate of success in the preparatory modules is required in addition. No translation is necessary: French and German are among the exempt languages, which covers all Luxembourg school documents. The fees are EUR 400, non-refundable (the reduced rate of EUR 150 targets applicants who pursued their schooling in a country eligible for official development assistance within the meaning of the OECD DAC list, which Luxembourg is not), and the file is lodged between mid-November and 15 July before enrolment, for a processing time announced at four to twelve weeks. For 2026-2027, the window ran from 15 November 2025 to 15 July 2026; the dates for the following year are confirmed on equivalences.cfwb.be. If you are deferred to the June session, the Service provides for a derogation from the lodging deadline, on presentation of proof of the deferral or of proof of success in the September session; the deadline is moreover postponed to 14 September when the results were proclaimed after 10 July.
The most frequent trap fits in one line: copies certified by the school are not accepted. Certification must come from the municipal administration of your place of residence, in Luxembourg or in Belgium, or from the Equivalence Service itself on presentation of the originals. A file certified by the school is sent back, and the EUR 400 paid are not refunded. We check every document before you lodge it.
The decision specifies the access it opens. An equivalence may carry restrictions; these are lifted by passing the DAES, the diploma of aptitude for access to higher education organised by the examination boards of the Fédération Wallonie-Bruxelles, or by an admission examination organised by a university or a haute école. Since the decree of 16 July 2025, the limits that prevented opening in Belgium studies that were not accessible in the country of origin no longer apply to qualifications issued in a member state of the European Union: the framework is therefore more favourable than before, without the Service publishing the type of decision it renders diploma by diploma.
Do you have to prove your level of French?
No decree provision today imposes a level of French to enter a bachelor's degree: the only rule of that kind, article 108 of the décret paysage, covered only three teacher training bachelor's degrees (agrégé de l'enseignement secondaire inférieur, instituteur primaire, instituteur préscolaire) and its effects were limited to the 2019-2020 to 2022-2023 academic years. Each university nevertheless remains free to ask for proof in its study regulations, often at B2 level, when the diploma was not obtained in French. The Luxembourg situation is particular: the secondary school leaving diploma is issued in three languages and schooling takes place mainly in German and in French, which puts most candidates in a favourable position. The reading the target institution makes of it is not automatic for all that, and it varies from one university to another.
We check this point with the institution before the admission application is lodged, on the basis of the transcript of marks and the stream followed, rather than letting the question arise at the time of administrative enrolment, when it is too late to sit a test.
How does the non-resident quota work for a Luxembourg national?
A student who resides in Luxembourg and comes to Belgium for their studies is a non-resident within the meaning of the decree of 16 June 2006. This status has no consequence on the minerval, but it is decisive for quota-limited programmes: the number of first-time non-resident enrolments there is capped, and the admission application is lodged electronically with the chosen institution, during a three-day window at the end of August (25, 26 and 27 August for the 2026 intake, according to the arrangements specific to each institution), followed by a draw under the supervision of a sworn bailiff and results published on Monday 7 September 2026.

Medicine is covered by a specific agreement between the Fédération Wallonie-Bruxelles and the Grand Duchy, concluded on 4 January 2022. Each year, a maximum of fifteen students holding a Luxembourg secondary school leaving diploma, who have passed the first year of the bachelor's degree in medicine at the University of Luxembourg and are ranked high enough, may access the remainder of the first-cycle programme in medical sciences in a university of the French Community; they are selected by the University of Luxembourg. Since 2023-2024, a maximum of eight graduates of the bachelor's degree in medicine at the University of Luxembourg may in addition be admitted to the second cycle. The arrangements are set by inter-university agreements.
Two windows not to be confused: registrations for the medicine and dentistry entrance exam are taken from 18 May to 5 July 2026, whereas the admission application for the other quota-limited programmes is only lodged on 25, 26 and 27 August, directly with the institution. In those other programmes, only one application is possible, in a single programme and a single institution, failing which it is set aside as a duplicate; combining that application with the medicine and dentistry entrance exam does, however, remain allowed. Getting the calendar wrong costs a full year.
How much does a year of study in French-speaking Belgium cost?
The reference minerval for 2026-2027 is EUR 1,194, set by the programme decree of 5 June 2026 published in the Moniteur belge on 24 June 2026. A Luxembourg student, an EU citizen, is never liable for the additional contribution of EUR 4,175 charged to non-EU nationals who are not assimilated. The reduced rates of EUR 835, EUR 374 and EUR 0 depend first on the household's income, but they are subject, for a citizen of the European Union, to additional conditions: receiving no financial aid from another country and justifying permanent residence or a professional activity in Belgium. A newcomer arriving from Luxembourg for their programme therefore pays the full rate, and Luxembourg financial aid closes that door on its own. Applications for a reduction are lodged with the Direction des allocations d'études between 1 July and 31 October.
On the Luxembourg side, the State financial aid for higher education (AideFi) can cover studies pursued in Belgium. It includes in particular a mobility grant intended for students who study in a country other than their country of residence and who rent accommodation there for at least two consecutive months of the semester, as well as a top-up for registration fees. The application is lodged online on MyGuichet.lu, no later than 30 November for the winter semester and 31 May for the summer semester. The legal basis displayed by guichet.lu is the law of 6 July 2026: the amounts and conditions are to be checked directly with the financial aid service before being built into a budget.
