The steps to study in Belgium from Niger

1. 1Obtain an admission in a recognised institution in French-speaking Belgium (university, haute école, higher arts school), lodging the application yourself with your own contact details.
2. 2Have the Nigerien baccalaureate recognised through an equivalence with the Equivalence Service of the Fédération Wallonie-Bruxelles, at the reduced fee of EUR 150.
3. 3Have the certified true copy of the diplomas drawn up by the municipal administration or town hall, have the official's signature legalised by the Nigerien Ministry of Foreign Affairs, then by the Belgian Embassy in Ouagadougou.
4. 4Lodge the long-stay visa application on Visa-On-Web, book the appointment with Capago and lodge the complete file, in person, at the Capago centre in Ouagadougou.
5. 5Collect the passport at the same centre, once the decision has been taken by the Immigration Office.

Admission and equivalence: what calendar from Niger?

For a first university enrolment, a Nigerien candidate is a non-resident candidate from outside the European Union: the admission form opens in mid-February and the application is lodged by 31 March at the latest for an academic year starting in September of the same calendar year. The application fee is EUR 200, non-refundable, deducted from the registration fee by some universities but not by all. Quota-limited programmes (medicine, dentistry, physiotherapy, veterinary medicine, psychological sciences) follow a separate procedure and a separate calendar.

The Equivalence Service does not publish a sheet specific to Niger: the country falls under the "countries with reduced fees" sheet, which sets the administrative fees at EUR 150 instead of EUR 400, non-refundable, paid in the applicant's name, the proof of payment having to be provided as an original. The file brings together the baccalaureate diploma and the transcript as certified true copies, proof of access to higher education in Niger, an identity document, a passport or a birth certificate, and a motivation letter written in French by the applicant. As French is the language of schooling, no translation is required. The lodging window opens around mid-November and closes on 15 July, dates to be confirmed on equivalences.cfwb.be; where the results are proclaimed after 10 July, article 5 of the royal decree of 20 July 1971 postpones the lodging deadline to 14 September, on official proof of the date of proclamation and with a complete file by that date; processing takes from 4 to 12 weeks at the very least, and an equivalence carrying restrictions is frequent for a diploma from outside the European Union, those restrictions being lifted by passing the DAES maturity examination.

The student visa: why it is lodged in Ouagadougou

There is indeed a Belgian Embassy in Niamey, but it has no visa counter: its consular services are presented as a "consular agency" and its own page refers visa, passport, civil status and legalisation requests to the website of the Belgian embassy in Burkina Faso. Its "Visa for Belgium" page is more explicit still: for short stays as well as long stays, the application is lodged in Ouagadougou, in person. The official visa competence table of the SPF Affaires étrangères (Federal Public Service Foreign Affairs), in its version of 2 September 2026, confirms that the competent post for Niger, for short stays as well as long stays, is Ouagadougou, with Capago as external service provider. For the Schengen short stay, the representation provided by France in Niamey is mentioned as suspended: there is no local solution there either.

The procedure unfolds in four stages: form on Visa-On-Web, appointment booking on the Capago website, lodging of the complete file at the Ouagadougou centre, then collection of the passport. The embassy is explicit: the file must be complete at the time of lodging, and the decision is taken on the basis of the file as it was lodged. There is therefore no second chance for a missing document. The service provider's fees, compulsory for any application, are prepaid online at the time of booking. Capago points out that it is the only company mandated by the Belgian government in Burkina Faso and warns against fraudulent websites. A divergence remains between the two posts: the Niamey visa page, updated on 4 August 2025, states that the application is lodged "at the Belgian Embassy in Ouagadougou, in person", whereas the Ouagadougou page of 16 July 2026 and Capago, which are more recent, require the appointment and the lodging at the centre. We follow the most recent source, and the candidate checks the lodging channel on both websites before booking; the embassy moreover provides for exceptions, among others for students holding a Belgian State scholarship.

Legalising your Nigerien documents

Niger is not party to the Hague Apostille Convention: the apostille does not exist for its documents. Asked about Niger, the official legalisation tool of the SPF Affaires étrangères (Federal Public Service Foreign Affairs) answers that the document must be legalised and that you must contact the Belgian embassy or consulate competent for the region of issue. The chain is written in black and white by the Ouagadougou embassy: documents issued by the Nigerien authorities are first legalised by the Ministry of Foreign Affairs of the country in which they were produced, then, for use in Belgium, by the Belgian Embassy in Ouagadougou. For an equivalence file, the Equivalence Service adds a step upstream: the certified true copy must be drawn up by the municipal administration or town hall, whose official's signature is then legalised by Foreign Affairs. Copies certified true by the school, the police, a notary, the post office or the Belgian embassy are refused.

On the Belgian side, legalisation costs EUR 25 per document since 1 August 2026, that is 16,500 CFA francs, and the consular fees must be paid before any processing of the request. Lodging is done by online appointment, under the "légalisation documents" heading, and collection of the legalised documents takes place on Friday morning. In practice, this means two visits to the embassy and several days apart, to be built into the back-planning before even setting the date of the visa appointment.

How much do studies cost, and what scholarships for a Nigerien student?

The 2026-2027 enrolment fees in the Fédération Wallonie-Bruxelles are set at a full rate of EUR 1,194 (decree of 5 June 2026, published in the Moniteur belge on 24 June 2026). Non-assimilated students from outside the European Union add in principle a supplementary contribution of EUR 4,175 per year, provided for by article 105, § 3bis of the décret paysage. Niger appears in annex 1 of ARES circular no. 2026-001 of 12 February 2026, the list of least developed countries: its nationals are exempt from it, while still owing the enrolment fee of EUR 1,194. The circular covers universities, applies from 2026-2027 onwards, and the ARES may update its annexes from one year to the next.

Niger is also one of the ARES partner countries, both for projects and for scholarships: the annual calls for international training and master's scholarships are therefore open to Nigerien candidates. These scholarships concern specific programmes, which makes them a criterion for choosing the programme from the outset and not a fallback at the end of the journey. A scholarship holder is moreover exempt from the administrative fee with the Immigration Office and benefits from fee exceptions on the visa side. According to the latest breakdown published by the Conseil des rectrices et recteurs (CRef, table 1.3.1, 2021-2022), 38 students of Nigerien nationality were enrolled in the six universities of the Fédération Wallonie-Bruxelles: a small community, whose corollary is that you can rarely count on an elder from the same country to have the procedure explained to you.
